Disabled text is using the richSkin.panelBorderColor property.  

This property in "wine" happens to be very hard to see when on the background image.  It is also not just Chrome, but safari shows the same.  IE, and firefox are slightly different and it is visible.  

Olga - please review the color scheme, and see what adjustments can be made to "wine" so that this is more visible, but also still in sync with the rest of the skin.  Other skins should be reviewed as well.
