Jay, I've verified on Chromium and Firefox using Steps to Reproduce and it really doesn't work.
It affects also automated tests, so after fix you can simply verify by following steps:

1, Open ONE-OFF job: http://hudson.qa.jboss.com/hudson/job/richfaces-4.0-metamer-ftest--one-off/
2. Build now
3. set test=TestPanelMenuGroupClientSideHandlers
4. set method=testClientSideCollapsionEvent
5. Build

You will see:
