sorry, I forgot to mention that popup panel must be modal. I have reproduced this bug with this example:

If you set focus on the first input in popup panel and push the tab button, next input will not be focused, but browser address bar.
This bug was reproduced in Firefox 3.6.17, IE 8.0.7600.16385. 

I use MyFaces 2.0.4.
