This is best pattern to use dependency managament at top level project. The spreading of dependency definitions in sub projects/modules are unmanageable and requires much more time to customize the proper/selected dependency.

I would say that it is not only productization requirement to have proper dependency management, but really project requirement to have controlled dependency set IMHO.
