richfaces-simpleapp-archetype should be able to generate a project compatible with the WFK version of Richfaces, in order to be included in JBoss Tools.
Other archetypes make use of the "enterprise" archetype required property.

See https://github.com/jboss-eap/wfk-archetypes/blob/master/spring-mvc-archetype/src/main/resources/archetype-resources/pom.xml#L39 how you can use that property to switch dependencies from the community BOM pom dependency to the enterprise one.
