You cannot submit in one form, and update another.  See [JAVASERVERFACES_SPEC_PUBLIC-790|http://java.net/jira/browse/JAVASERVERFACES_SPEC_PUBLIC-790].

You must either have your popup in the same form, or use the _domElementAttachment_ attribute to attach it into a form.
