We also come across this issue.
In Firefox 10.0.3 and RichFaces 4.2.1 this is reproducable too in the online showcase.

- Open http://showcase.richfaces.org/richfaces/component-sample.jsf?demo=popup&sample=modalPopup&skin=blueSky
- Hit button 'Call the popup'
- Change size of popup.
- Close the popup.
- Hit button 'Call the popup' again
-> You will see wrong shadow height (as shown in the attachment).
