The problem was in modifications of core, and refactoring Resource Mapping to RichFaces Services.

{{maven-richfaces-resource-plugin}} uses own service set and it was missing two services introduced in M1: {{ExternalResourceTracker}} and {{ExternalStaticResourceFactory}}

Thus the plugin execution in scope of {{static-resources}} maven module run has failed to produce any static resources including mapping,

which cause Mobile clients load regular versions, without packaging and aggregation and failed to load resources added during AJAX request.
