I was experiencing the shrinking bug, though not when page zoomed; mine was shrinking in IE only, zoomed or not. 

I tracked it down to be my CSS override of rf-pp-cntr class's border attribute to border:none. Changing this to border:0 stopped the panel from shrinking when being moved around the page.

Once again, I know this isn't your same scenario, but perhaps it will provide you a lead. Have you restyled the borders of your rich:popupPanel?
