Nesting ajax actions like this is not supported by JSF. When switchtype=ajax, this is effectively the same as nesting a commandButton within another commandButton - which one should take precedence?
To avoid this ambiguity, you have two choices:
# use switchType=client, and nest the button within the tab (as you already pointed out).
# use switchType=ajax, and put your action in the tab itself, as in:
