Regrettably there is nothing we can do about it.

As some users reports, IE handles selected shortcuts specifically:

We are already taking all available actions to prevent propagation:
https://github.com/richfaces/components/blob/develop/misc/ui/src/main/resources/META-INF/resources/org.richfaces/hotkey.js#L51

I suggest to open issue in {{RFPL/doc}} to note this limitation in Component Reference.
