I've tried to reproduce this issue, but I haven't been successful.

To reproduce my attempt:

# clone https://github.com/papousek/dev-examples/tree/RF-11651
# build and deploy input demo
# open http://localhost:8080/input-demo-4.3.0-SNAPSHOT/examples/inplaceSelect.jsf
# change value of the rich:inplaceSelect component
# submit the form
#* counter is icreased (by valueChangeListener)
#* "[org.richfaces.demo.InputBean] Counter increased to 1" message should be logged
