IMO the dependency mgmt of the project is getting a little un-wieldy.  We currently have (shared amongst all modules) a richfaces-parent, a richfaces-root-parent, and a bom.  We are now considering adding a richfaces-build-pom.

In the interst of keeping things simple, it seems to me that *all* plugin and dependency management could be moved to one of these two boms, and the remaining information from the richfaces-root-parent could be moved into the richfaces-parent.

We would then have:
* Two boms
*# One which we share with the world, for building richfaces applications
*# One inward facing bom - which we use for building richfaces
* One top-level parent
** all module specific parents would inherit from this single top-level parent
