The problem still occurs in RF 4.2.2.Final  with f:convertNumber using DE locale. Added Metamer page simulating this issue. 


Steps to reproduce: 

# Deploy Metamer and open http://localhost:8080/metamer/faces/components/richInputNumberSpinner/RF-4366.xhtml

# Follow the instructions in there.
