all resources should be combined and compressed into one big file to serve.

For richfaces 4.2.3,  add the following to web.xml, it did not work.
    <context-param> 
        <param-name>org.richfaces.enableControlSkinning</param-name> 
        <param-value>true</param-value> 
    </context-param>
