This is a particularly problematic issue especially when you have popup panels with D&D elements that may overlap another panel on the page.

A nice piece of sample code that demonstrates the issue. I did notice that if the B value is (on my browser) is hovering over the drop panel, and not over the panel on the page it seems to be OK. The red occurs when it overlaps when hovering over the drop panel which is overlapping the panel on the page below it.
