I reproduce this bug without increase/decrease window, just move popup. 
OS: Ubuntu 12.10 (x86_64), WM: Unity, chrome 26.0.1410.63 (also at chrome 25), richfaces 4.2.3 final, jboss 7.1, jdk1.7.
