As written in VDL-DOC when @keepVisualState is 'true', the state of popup panel should be saved AFTER SUBMISSION. 

There is no submission in provided steps to reproduce.
Consider setting of @domElementAttachment to 'form' (needed for submission, submit button in popup panel) and after resize/move step there should be the submission.

But in result this doesn't work either.
