the problem was :

 <context-param> 
  <param-name>javax.faces.STATE_SAVING_METHOD</param-name>
  <param-value>client</param-value>
 </context-param>

the file upload dose not work with view scope with javax.faces.STATE_SAVING_METHOD = client

set the value to server it works
