[~bleathem], we need to decide whether:

1) implement temporary fix: specify {{@ResourceDependency(library = "javax.faces", name = "jsf.js")}}
2) deprecate use of {{reslibs}} (RF-13314) now
3) fix ResourceLibraryRenderer to mark resources as rendered (by leveraging [{{ResourceTracker}}|https://github.com/richfaces/richfaces/blob/master/framework/src/main/java/org/richfaces/resource/external/ResourceTracker.java]).
