Rewrote the client-side tab selection to require only a single rendering of the tab headers.  This required explicitly triggering the tab at header meta component be rendered when the active tab is changed.

@QE: this is a significant change for the tab/tabPanel components.  Please be appropriately rigorous in your QA.
