Personally I like the idea of users being able to adjust the default height.  I would prefer not to limit forbid users from doing something.  I see option #2 as #1+variable.

With #2 where is this variable kept - is it per component ( like tabpanel ), per view, per app, etc.....

Also the resoltution of this jira should be an update to this wiki http://www.jboss.org/community/wiki/RichFaces40MarkupsAndSkinning with the final choice and RF jira's representing the work needed to be done on the release.
