Right now everything in the download area is at one level ( i.e. LOTS of files in one directory ).  We need to discuss moving or updating the process for this.  

At least for the 4.0 builds we should create a sub-directory /4.0.X

For older builds it might not be a good idea to shift into /3.3.X and /archive directories.  Although this change would mean updating our site, it could also mean external links to older builds would fail.
