This is a restriction of WTP. The only way to see quick fixes in WTP or JBoss Tools 3.2.0 is open it from context menu in Problems View.
We fixed this restriction for our editor (which extends WTP's one) for JBoss Tools 3.3.0.M1. See https://issues.jboss.org/browse/JBIDE-8350
