I have verified it. It is there as default, you can also show Richfaces 3 taglib if you want, but RF 4 is default.

I have used JBoss Tools 3.3.0.M3 from:
http://machydra.brq.redhat.com/download.jboss.org/jbosstools/builds/development/3.3.0.M3/2011-09-01_10-53-31-H14/all/jbosstools-3.3_stable_branch.aggregate-Update-2011-09-01_10-53-31-H14.zip

and then I have created JSF 2.0 project to check the palette.
