I have investigated, that the hibernate validator is not working with jsf-impl 2.2.3+ (similar problem [here|http://stackoverflow.com/questions/19637996/bean-validation-doesnt-work-with-mojarra-2-2-4]). 
Changing the version of the hibernate validator to latest 5.1 snapshots didn't help.
