[rules-dev] doc authoring guideline and cheatsheet

Hi devs,

If you are going to update the doc text, you could have a look at this
small file:

For people who like to author the docs with Eclipse xml editor or any
other text editor that does not have the out-of-box docbook support,
that might be useful.

The cheatsheet is not complete, please feel free to add content to the
cheatsheet whenever you get some good docbook snipt. Thanks!
