[rules-dev] config options for Guvnor

Hi Michael,
It seems a good idea as for now you have unzip the war, modifie the file and
zip in again which is a "standard" task.
I vote yes and a button to reset to "default" with ready to run
configuration to run with oracle, mysql, etc
