[rules-dev] Upgrade to at least maven 3.0.3 (if you haven't already)

Out of precaution, I've made maven 3.0.3 (or higher) a prerequisite to 
build droolsjbpm:
- to make the build reproducible
- to avoid "why doesn't this work on my machine but it does work on your 
machine?"
- to avoid bugs (maven 2.2.1 did not deploy the jbpm poms)
