[rules-dev] Moving drools-factconstraints

factconstraints (at least the GUI/GWT part) should be moved into 
ide-common I believe.
If verifier no longer depends on ide-common, that should be possible to 
move.

verfier does have any GUI/GWT code (or build therefor).
