What do you mean with "pin or suggest"?

If you mean "planning entity locking": A planning variable can be 
immutable for Planner based on a boolean method on the entity.

If you mean "add a planning entity", then just make sure it's part a 
Solution property that is annotated with @PlanningEntityCollectionProperty.
