[rules-dev] FAO: Jervis Liu: Disabling editors configuration

There is already a property file that, I think, is being used to do
something similar to what you are asking for: preferences.properties
In that file you have properties like:

visual-ruleflow=true
verifier=true
oryx-bpmn-editor=true
