[rules-dev] JBRULES-2792 Provide accessability of types and metadata for declared types

According to my credo that once it is part of DRL it ought to be made
accessible via API I vote for -api.

(All it does in -internal-api is not getting used by the ones sticking to
the "stable" API.)
