[rules-dev] Guvnor split-up

I've updated the
document<https://docs.google.com/drawings/d/1zovHiCJu0TnlKDuSq4xvRcuhThiR7G3ZdOWobooerdc/edit>to
reflect our discussions.

I will need 2 new droolsjbpm repositories: drools-iwb and kie-iwb-shared;
Geoffrey, Mark can you please create these (if you are in agreement)?

I have notionally included jBPM on the diagram to illustrate how
consistency across KIE could be achieved. I am not restructuring their
modules.
