[rules-dev] Github commit rights cleanup

Since the time we started using github I've always preferred the
pull-request mechanism instead of the direct commit. Having said that,
having commit permissions is sometimes helpful and that is why I would like
to remain in the commiters list: "just in case".

P.S: It's hard to get rid of the old SVN paradigms :).
