[rules-dev] Freeze status to fix split packages

HI,

I receive the following when attempting to run Guvnor (with the latest
Drools pulled):

WARNING: Could not load service class org.drools.cdi.KieCDIExtension

and

Caused by: java.lang.RuntimeException: Unable to instance KieServices
    at org.kie.KieServices$Factory.<clinit>(KieServices.java:114)
    ... 42 more
Caused by: java.lang.ClassNotFoundException:
org.kie.builder.impl.KieServicesImpl

I won't push my Guvnor changes until certain they're working with the
refactoring..
