[rules-dev] Problem with ResourceChangeScanner with UrlResources in 5.5

Hey Mark, of course. This is not easy to create a unit test for it I think,
as it need some guvnor (or some url with auth). Are there some tests which
are more like integration tests where I can add it? In the ticket I added a
main class where I could reproduce it directly using the same java.net.*
classes.
