[rules-users] Can Jboss rules manage business rules access?

Hello.
i have to manage complicate business acess to a web based application..
the business functions is availibale through web services. each business
user have access on differents web services method..acess rules change
often.users and profiles wil be stored on data base or ldap server..

 is jboss rules engine appropriate for such problems?
