osgi-bundles is a module like drools-api and drools-compiler, it's a
directory under the project root.
Downloading the zip and putting it somewhere won't help.
Looking into it if we should rename it to drools-osgi-bundles.
The README.txt on the 5.1.1 branch is probably stale.
IIRC, everyone was using maven 2.2.1 at the time.
The build on trunk has been cleaned up and it's README.txt is completely
up to date.
