[rules-users] Rule Template when cell is empty, or ""

I've scoured the internet, and finally found mention, in the wiki
(http://community.jboss.org/wiki/DecisionTableTemplates.pdf)...

that this is what happens:"any line referring to an empty column will not be
generated into the rule"

(Though this is obviously not rule template documentation)

What is the reasoning for this?  I'm going to just use a placeholder... say
"N/A" for now... but this is a bit silly.  Surely the instinctual behaviour
is to process values empty cell values as "" or null, and not to just
mysteriously remove the rule's condition?
