untested guess (replace ZipCode by actual type name of your ZIP code data):

rule "example"
   when
     $validZipCodes: Set() from RefData.getValidZipCodes()
     Example( $actualZips: zips )
     exists( ZipCode( this not memberof $validZipCodes ) from $actualZips )
   then
    error()
end
