As an update, I found this post -
http://comments.gmane.org/gmane.comp.java.drools.user/20163 - and so I tried:

<change-set xmlns='http://drools.org/drools-5.0/change-set'
             xmlns:xs='http://www.w3.org/2001/XMLSchema-instance'
             xs:schemaLocation='http://drools.org/drools-5.0/change-set
drools-change-set-5.0.xsd' >
         <add>
                 <resource
source='http://glasd407876:1337/drools-guvnor/org.drools.guvnor.Guvnor/package/TEST/v0.1'
type='PKG' basicAuthentication='enabled' username='Admin' password='test' />
         </add>
</change-set>

Doesn't work. Same 401 error as before.
