[rules-users] needed clarification on decr API

   Sudhir,

   The warning is just to make clear that this is an "internal" API, that
might change in the future. We do not foresee the removal of the package
completely, as it is our "internal canonical model", but with the addition
of features from version to version it will grow and you may need to do some
changes in your integration code when updating your application to new
drools versions.

   Using a template engine to generate DRL is a solution that increases
"runtime cost", but decreases maintenance cost when upgrading from version
to version.

   Decision on what fits better your use case is completely yours.
