[rules-users] Rules selection logic

When i have two different rules with same filtering conditions, only one rule
is getting executed. 

But when i slightly change the filtering condition, both the rules are
getting matched.

Is this right ? Is this the default functionality of drools engine

I am executing thru stateless session.
