[rules-users] Rules selection logic

Are you using the latest (5.1.1) release?
Is the duplicated rule in another DRL file and does it have exactly the same
name? If so, it simply overwrites the first rule.
If it's different, please create a JIRA with a minimized example reproducing
the error.
