[rules-users] Stateless K-Session but no Sequential Mode

If I understand this correctly, there isn't much point in having a
non-sequential-mode stateless session.

If I want a one-shot execution, I can call inserts, fireAllRules and
dispose() just as well in a stateful session.

Possibly this is due to past development.
