Oops, I see that the operator still isn't quite right; you'll have to define
start and end of the interval:

 this after[ 0s, 5s ] $event1

Just [5s] means "from 5s to infinity", which, after "not" is going to take a
long time to decide :-)

Please check the documentation on temporal operators in the Drools Fusion
manual.
