  http://jboss.org/drools/downloads.html -> Download (Guvnor, web based 
BRMS (WAR)). You will download drools-5.1.1-guvnor.war and can deploy it 
to your $jboss/server/$config/deploy directory. You can also rename it 
to drools-guvnor.war or guvnor.war if you want.
