[rules-users] How to use parameter inside changeset.xml?

In a database/table/row record we have this value-

fedex.server.url.updateRate=http://localhost:23440/updateRate.drl

Inside changeset.xml we want to use the value like this-

<change-set xmlns='http://drools.org/drools-5.0/change-set'
    xmlns:xs='http://www.w3.org/2001/XMLSchema-instance'
    xs:schemaLocation='http://drools.org/drools-5.0/change-set
    drools-change-set-5.0.xsd' >
 
    <add>
        <resource source='${fedex.server.url.updateRate}' type='DRL' />
    </add>
 
</change-set>


Is is it possible to parametrize the changeset.xml?

P.S. We are running JBoss 4.3/Drools 5 environment.
