[rules-users] Guvnor "inheritance"

Firstly, "no" you are not missing anything :)

What you describe does not sound like inheritance: more of a fall through
of assets from a top level package to lower sub-packages.

The Global Area would provide what you might be looking for - a place where
assets can be shared with other packages.

We do provide for "true" rule inheritance already.
